Check around the base of the toilet for signs of water leaking onto the floor or seeping under the floorboards. Hence to replace the seal you have to remove the toilet bowl from the floor. Scrape the old wax ring off the floor inspect the toilet flange for damage and place the new ring. Water condensing on the toilet might be dripping down and puddling around the base of the toilet.
